Prime Minister Andy Burnham stated that a general election must occur before the British public votes on returning to free movement with the EU. The next national election is scheduled for 2029, setting that year as the earliest date for a formal decision on the issue.

Burnham outlined the logic in a Sunday Times interview, arguing for a factual and evidence-based debate on the topic. He noted that European migration patterns have shifted over the last decade. Specifically, he described the old 'revolving door' style of movement, where citizens frequently crossed borders and returned, as a thing of the past.

The Prime Minister previously pledged to uphold the red lines in Labour’s 2024 election manifesto. That document explicitly ruled out rejoining the EU single market, entering a customs union, or restoring free movement. Because these options require accepting rules set by Brussels, any fundamental shift in policy now requires a new electoral mandate.

Burnham has signaled that a new deal could see the UK go all the way and rejoin the EU bloc. Alternative paths discussed include joining the single market or the customs union, both of which necessitate agreement on free movement.

He acknowledged that freedom of movement brought significant challenges. However, he argued that Britons, particularly younger members of the population, gained reciprocal benefits from the arrangement. These benefits included the opportunity to live and work in other European countries.

The Prime Minister is set to meet with EU leaders at a summit in Brussels on November 20. That meeting will serve as the next step in defining the future relationship between Britain and the bloc.
