Reports suggest that Ukrainian military experts are operating in northern Mali to assist Tuareg separatists. According to an investigation by the US media outlet CNN, published in September, approximately 15 Ukrainian drone specialists are providing support to the Azawad Liberation Front. The rebels are engaged in a conflict against the military government in Bamako and its Russian partners.

CNN stated that the Ukrainian personnel provided drone training, operational planning, and remote support for drone missions. The outlet did not confirm the exact number of specialists beyond the estimate of 15. The Ukrainian military intelligence service, known as HUR, has not verified these claims. A spokesperson for the HUR told Deutsche Welle that the agency might provide information at a later date but offered no specific details on deployment or political approval.

Kyrylo Budanov, the former head of Ukrainian military intelligence and current chief of staff to President Volodymyr Zelenskyy, posted on the social media platform X on September 7. He wrote that Ukrainian intelligence protects the country's interests worldwide, from Russia to Africa. He described these areas as ranging from burning desert sands to the snows of icy Antarctica. Budanov did not explicitly mention Mali in the post, nor did he confirm a specific operation.

Marta Oliynyk-D'omochko, coordinator of the African Studies Program at the National University of Kyiv-Mohyla Academy, explained that Ukraine's main interest is to weaken Russia's influence globally. She noted that rolling back Russia's military influence would also diminish the economic opportunities arising from it. Irina Filatova, a Russian historian and professor emeritus at the University of KwaZulu-Natal in South Africa, said Ukrainian support for the Tuareg movement is plausible but noted she lacks independent evidence to confirm it.

The Azawad Liberation Front cooperates with Jama'at Nusrat al-Islam wal Muslimeen, a jihadist group affiliated with al-Qaeda. The two groups share a common enemy in the Malian military government and Russian allies, though their long-term objectives differ. The FLA seeks self-determination or autonomy for northern Mali, while the JNIM aims to impose strict Islamic rule. Oliynyk-D'omochko described the relationship as a tactical arrangement rather than a comprehensive partnership.

In July 2024, HUR spokesperson Andriy Yusov stated that Tuareg rebels received necessary information to carry out an ambush on Russian Wagner fighters near Tinzaouaten. Paramilitaries from the Wagner Group and Malian troops suffered heavy losses in that attack. Ukraine denied direct involvement in the operation at the time. The Wagner Group was replaced by the Africa Corps in 2025 as Moscow reorganized its military presence in the region.

Mali, Niger, and Burkina Faso have accused Ukraine of supporting armed groups and threatening their territorial integrity. The three Sahel nations, all ruled by military governments, have severed diplomatic relations with Kyiv. In September, Mali's Foreign Minister Abdoulaye Diop accused Ukraine at the United Nations of providing clear and open support to terrorist groups. He did not provide evidence for the claim. The allegations have raised questions about how Kyiv's Africa policy is perceived by potential partners on the continent.
