Tesla announced on Tuesday that it has reached 1.74 million active Full Self-Driving subscriptions, a figure representing a 67% increase from the same period last year. The company detailed this metric in its Q3 2026 shareholder letter, where a specific footnote clarifies that the count includes both monthly subscribers and owners who purchased the software upfront. This accounting method directly mirrors the criteria set forth in the company's 2025 CEO Performance Award.

The definition of an active user has significant implications for investors and observers. Since 2025, the compensation package for Elon Musk has included a milestone requiring 10 million active FSD subscriptions. By counting cars that were sold the software years ago as active subscriptions, Tesla includes a large segment of the fleet that does not pay a recurring monthly fee. Many of these owners were originally promised unsupervised self-driving capabilities, a feature the company has not yet fully delivered.

Tesla changed its sales model for the software in February 2026. On February 14, 2026, the company stopped selling FSD as a one-time purchase for new customers. Since that date, buyers in the US have only been able to access the feature through a monthly subscription at $99. However, the roughly 1.74 million active users include those who paid up to $15,000 for the software before the policy change, provided their vehicles remain active. The only users excluded from this total are those on free trials.

This reporting style is not isolated to the software metric. The same letter reports 10.2 million cumulative deliveries, a number that also includes unsupervised Robotaxis placed into commercial operation. This broader definition aligns with another milestone in the CEO's pay package, which targets 20 million total vehicles. In April 2026, Tesla reported 1.28 million active users under this same definition, but the company has not yet specified how many of the current 1.74 million are actually paying the monthly fee.

The automaker also highlighted a 75% attach rate for FSD on new North American deliveries in Q3. Tesla described this as a nearly 20 percentage point increase from the previous quarter and stated that it believes the software is driving demand in available markets. However, the company did not define whether this rate includes introductory offers or if those buyers continue paying after the initial period. Unlike the active subscription metric, the letter did not explicitly exclude free trials from this attach rate calculation.

Looking ahead, the path to the 10 million subscription milestone is long. The 2025 award consists of 12 tranches, each requiring a market cap target and an operational goal. As of June 30, Tesla considered only the 20 million vehicle delivery target to be probable. In Q3, the company added 260,000 net FSD subscriptions, its highest quarterly gain to date. At this pace, reaching 10 million would take roughly eight years. If the company maintains its 12-month average of 700,000 additions per year, the timeline extends to about 12 years. The compensation plan remains valid until 2035.

This metric has now become a primary headline for Tesla's software performance. The board of directors approved the definition, and the CEO's compensation depends on meeting it. While counting upfront buyers is not inherently incorrect, presenting the total as a measure of recurring revenue momentum requires careful interpretation. The company knows the exact number of monthly payers but has not disclosed it, leaving investors to weigh the reported growth against the underlying payment structure.
