U.S. Secretary of State Marco Rubio chairs a two day meeting of Group of 20 foreign ministers in Atlanta, where envoys from the world's largest economies confront deep divisions over wars, trade, and global security. The gathering takes place from Friday and Saturday and serves as a preparatory step for a leaders summit that President Donald Trump will host at his golf club in Miami in December.

U.S. officials identify freedom of navigation as their primary priority for the talks. They intend to discuss access to the Strait of Hormuz, the Red Sea, the Black Sea, and the South China Sea. These discussions will address specific conflicts involving Iran, Russia and Ukraine, and China and its smaller neighbors. All of these crises have contributed to rising global fuel costs and increased uncertainty in international trade.

Russian Foreign Minister Sergey Lavrov represents Moscow at the meeting, a fact that has raised concerns among some G20 members. U.S. officials note that Lavrov will advocate for the swift reform of global economic institutions and promote a multipolar world. Russian spokeswoman Maria Zakharova stated that visa issues for the delegation were resolved at the last minute, creating the impression that not everyone in Washington was happy about Lavrov's attendance. This is one of the few times Lavrov has traveled to a NATO member state since Russia invaded Ukraine in February 2022.

China is represented by a deputy foreign minister, whereas most other countries have sent their top diplomats. The absence of Ukraine, which attended previous meetings, reflects a conscious U.S. choice to invite only formal G20 members. South Africa, which chaired the group last year, is also missing from the invite list due to ongoing disputes with the Trump administration. European allies have expressed unease with Russia's presence, particularly after Trump waived new sanctions on Moscow and limited logistical and intelligence assistance to Ukraine.

Ian Kelly, a former U.S. ambassador to Georgia who now teaches international relations at Northwestern University, described the decision to invite Lavrov as politically boneheaded. He warned that the move could create domestic political problems for Trump just days before the midterm elections. Kelly added that Lavrov's attendance would likely hinder efforts to produce a unified Western approach to the Russia Ukraine war. Democrats could use the invitation to criticize the Republican Party ahead of Tuesday's vote, while Republican lawmakers are already concerned about losing their congressional majorities.

Elaine Dezenski, head of the Center on Economic and Financial Power at the Foundation for Defense of Democracies, characterized the Atlanta meeting as a test rather than a traditional negotiation. She noted that the environment is marked by widening disagreement over the global economic order. Dezenski stated that the key question is whether the United States can build cooperation with partners when full member consensus is out of reach. She added that the administration has shown willingness to work outside the G20 framework to build coalitions that advance its foreign policy goals.
